To all interested parties, this is notification that the draft Finding of No
Significant Impact (FONSI) and Environmental Assessment (EA) regarding the proposed
SR 306 Sanitary Sewer Project, Kirtland, Lake County, Ohio, are available for
review and comment. The project is to replace failing septic and private sewage
treatment facilities with a public sewer line in several project Phases, and
bring the City into compliance. This proposal is to fund part of Phase I to
collect sewage from the Templeview Subdivision. A pump station will be installed
and a force main will connect this collection system to the Lake County Sanitary
Sewer System for treatment at the Gary L. Kron Treatment Facility, in the City
of Mentor, Ohio. The U.S. Environmental Protection Agency (U.S. EPA) is proposing
to grant Congressionally-designated funds to assist this improvement project.
The sponsor of this project, the City of Kirtland, has applied for that Federal
money from the U.S. EPA. As part of the grant application process, the U.S.
EPA is submitting the draft FONSI and EA for public comment, pursuant to the
National Environmental Policy Act (NEPA) and Section 106 of the National Historic
Preservation Act. Based upon our review, the draft FONSI states that the proposed
project’s implementation will not significantly impact the environment
or have an adverse effect on cultural resources/historic properties, located
within the project area. The U.S. EPA draft FONSI is based on an Environmental
Planning Worksheet and other materials prepared by the grantee's consultant,
CT Consultants, Inc., Willoughby, Ohio. The draft FONSI and EA can be reviewed

Comments on the draft FONSI will be accepted from the public starting Friday,
May 23, 2008, through Monday, June 23, 2008. Comments postmarked after June

At the close of the public comment period, the U.S. EPA will review all comments received and determine whether any modifications to the proposed project might be warranted. If no substantive comments are received, the draft FONSI will become final. Once the NEPA process is completed, the City of Kirtland can proceed with the U.S. EPA grant application.
